MEMORIAL 2025

We hereby declare an annual MEMORIAL to commemorate the systematic failure of the education system at the Faculty of Informatics of Masaryk University.

Each year we will document whether remedial action has been taken regarding the situation that was identified by the National Office for Higher Education and the Prague court in 2018.

Our commitment: Until the situation is remedied, we will continue documenting and drawing attention to this situation. People have the right to quality education, not to waste of time and resources. It is necessary to realize that attacks on the intellectual stratum of our society are unacceptable. 70% excluded from Czech technical universities, 51% excluded from non-technical universities. The ratio of university graduates to inhabitants of our country is the second worst in the EU. At MUNI, even 100% of students from certain fields were excluded literally with the assistance not only of University Police but also Official Persons. The school had all accreditations revoked in 2018. It is necessary to realize that the school was caught on literally the same paragraphs as in past totalitarian regimes. Instead of a school in the joint campus of FI MUNI with Lawyers, the management was Gestapo, and after the fall of the Third Reich renamed from KSČ to Purkyně University. Here one took state exams in scientific Marxism and Leninism. This regime cannot learn from the past and expels thousands of people from university every year. Thus this regime has surpassed even the totalitarian systems that were here. It arrogantly poses and threatens just for comparison to the same paragraph for which it was itself caught and convicted.

This memorial arises as a reminder of the horrors that took place at the Faculty of Informatics of Masaryk University in the years 2006-2018, when the faculty was closed due to massive student expulsions and hidden practices of management.

Systematic and direct aggressive methods of school management resulted in dehumanization of students, falsification of statistical data and mass expulsion of entire year groups. For example, approximately 170 new students in one field were divided and dehumanized, with around 10 reaching the end. The school confiscated final theses and their copyrights and to this day sells them under the university or state header. In every class, practically everyone failed and was expelled.

The work environment was completely toxic, violated basic hygiene and safety standards and created enormous psychological pressure that de facto destroyed students' hope of success. There was systematic gaslighting, brainwashing and dehumanization, where students were eliminated both as individuals and as a collective (the school was really caught on the same paragraphs as for atrocities around the two most significant totalitarian regimes of the last century).

Even the National Office for Higher Education revoked the faculty's accreditation, but the public remained ignorant. Information is kept secret, and therefore this memorial is here to remind the truth every year and prevent forgetting. To this day the situation has not been remedied. After legally binding decisions in the name of the republic, the school has done literally nothing.

This is not a call for immediate solution, but an expression of dignity, truth and resistance against lies and manipulation. This memorial will live on until the truth is fully revealed and acknowledged.

Right to Education vs. Czech Reality

European Context and Our Failure
Article 14 of the Charter of Fundamental Rights of the European Union clearly states: "Everyone has the right to education and to access to vocational and continuing training." This right includes the possibility of free compulsory school attendance and sufficient chance for successful completion of studies.

Pedagogical bodies act as if the Lisbon Treaty does not exist. And they grade someone. Articles 14 and 41 according to them actually do not exist.

However, the Czech Republic systematically violates this fundamental right:

• 26.7% share of university graduates (age 25-64 years) - third lowest in EU
• Only Italy and Romania have lower shares (20%)
• EU average: 37.7% university graduates
• Canada: 63%, Ireland: 54% - shows what is possible to achieve

Historical Development of the Problem
As I described in my original series, the problems of FI MUNI began at the instigation of today's Prime Minister Professor Fiala (ODS) and Dean Jiří Zlatuška (ANO Movement) in 2006. These revolutionary fields were literally unstudyable and eliminated students. The school became the worst school in Europe within three years, some fields had no graduates.

Systematic Failure and Corruption

Secret Society Instead of Public Institution
As I analyzed in the article "Free School, Fraudulent School," FI MUNI functioned as a secret society:

• Hierarchy based on personal connections instead of expertise
• Petr Fiala as rector and vice-rector prepared accreditations that he then approved himself as Minister of Education
• Jiří Zlatuška as dean and member of ANO Movement collaborated with convicted Jiří Švachula (Operation STOKA - corruption case)
• Disciplinary committee served as personal guard of management instead of independent body
• Accreditation Committee for Higher Education had to be dissolved due to scandal (huge corruption and total failure. Literal covering up of discrimination)

Economic Exploitation of Students

The school systematically:

• Expelled even 100% of students from some fields
• Collected subsidies for services it never provided
• Sold student theses without paying shares to authors
• Withheld private property of former students
• Constant declaring of surplus - students had to subsidize from their own money up to 5,000-10,000 CZK monthly (even SIPO vending machines were built throughout the school). Money from the state for studies and science ended up in surplus. This is how people's property is obtained.

What We Will Monitor Each Year

• Status of compensation for harmed students
• Compliance with education rights according to EU standards
• Success statistics - whether the situation is improving
• Personnel changes - whether those responsible are still in positions
• Court proceedings - progress of criminal processes

Assessment for this year (2025): The school has not provided even GDPR to students to this day. For the case to move forward at all after accreditation revocation.
Therefore assessment: 0%, thus F - failed.

Our Demands

• Full compensation for all harmed students including attribution of stolen copyrights
• Personnel responsibility - removal of all responsible from positions
• System reforms ensuring compliance with right to education
• Increase chances of study completion (80%)
• Transparency in functioning of public universities
• Criminal law enforcement - please repeat the history of the Nuremberg trials. Constant trivialization by authorities. Systematic discrimination.
• Control of Surplus. Declaring Surplus in such catastrophic state of school is a JOKE.

Czech Republic at Europe's Tail End
Alarming Education Statistics

Our country has the second smallest ratio of university graduates to inhabitants after Romania. This is not coincidence, but systematic result of policy that:

• Expels thousands of students from schools without reason
• Does not respect right to education guaranteed by EU law
• Allows corruption and clientelism in educational institutions
• Ignores European quality standards of education
•

This phenomenon represents not only economic loss, but primarily human tragedy with deep psychological impacts on affected students.

Really like in a post-apocalyptic young adult novel. 200 freshmen and each semester only 50% are allowed to continue. This is the reality of the so-called coercive instrument called "Students in line" in this case geometric. It is intentional pressure. To create one leader, king. The one who replaces the teacher. It even has a Latin name. Such practices were completely common. Constant fear and fight for survival is supposed to force you to "SELF-STUDY"... And the teacher goes for the paycheck.

Geometric Progression of Failure: When Only 3 Remain from 200 Students
The graph above dramatically illustrates the reality of many Czech university programs, where only a handful of graduates emerge from initial 200 first-semester students. This progression - 200, 100, 50, 25, 12, 6, 3 - is not merely a statistical phenomenon, but reflects systemic failure that has devastating consequences for thousands of young people annually.

Psychological Devastation: From Academic Stress to Traumatization
Spectrum of Psychological Consequences

Research published in renowned psychological journals reveals disturbing parallels between intense academic pressure and development of symptoms similar to post-traumatic stress disorder (PTSD). A study conducted on more than 1,000 university students proved that academic burnout, existential anxiety and academic fears were significantly associated with higher post-traumatic symptoms.

Chronic stress caused by academic demands can lead to a whole range of psychological disorders:

• Anxiety disorders and depression: Up to 45% of students experience daily stress, with 61% of teenagers citing stress caused by poor grades
• Burnout syndrome: Exhaustion of mental resources leading to fatigue, reduced motivation and disconnection from studies
• Sleep and concentration disorders: Intrusive thoughts and flashbacks hindering attention in class and during study

Trauma of Academic Environment

Students exposed to constant pressure and threat of exclusion develop defensive mechanisms characteristic of traumatized individuals. Research shows that 68% of students exhibit signs of affective dysregulation and 65% show avoidance behaviors. These symptoms are comparable to those observed in war veterans.

Psychologists have identified specific features of "academic trauma":

• Hypervigilance: Constant alertness and expectation of threat in form of tests and exams
• Avoidance behavior: Procrastination and refusal of academic tasks as defensive mechanism
• Emotional numbness: Loss of interest in learning and reduced ability to experience positive emotions

Systematic Analysis of Causes of High Failure Rate

Structure of Czech Higher Education System
The Czech Republic has one of the lowest levels of higher education in EU - only 26.67% of inhabitants aged 25-64 have university degree, which is significantly below European average of 37.67%. Paradoxically, precisely this low level of education should motivate better support for students, not their systematic expulsion.

Article 41 of Lisbon Treaty and Systematic Violation of Citizens' Rights by Czech Police
The Czech Republic has long violated basic European standards of access to documents and personal data protection, while Czech Police systematically ignores both Article 41 of EU Charter of Fundamental Rights and GDPR regulation. This situation represents serious violation of European law and has devastating impacts on crime victims, who are thus deprived of their fundamental rights.

Article 41 of EU Charter of Fundamental Rights: Right to Good Administration
Article 41 of Charter of Fundamental Rights of European Union establishes fundamental right of every person to access their file while respecting legitimate interests of confidentiality and business secrecy. Specifically, Article 41(2)(b) states:

"right of every person to access their file while respecting legitimate interests of confidentiality and business and professional secrecy"

This right is integral part of right to fair trial and represents basic building block of democratic administration in European Union. Lisbon Treaty significantly strengthened transparency and extended scope of this right to all institutions, bodies, offices and agencies of Union.

Violation of Rights by Czech Police
Systematic Denial of Access to Files
Czech Police routinely refuses to provide crime victims access to their own files, although this right is clearly guaranteed by both European law and Czech legislation. According to Czech law on crime victims, victims have right to:

• inspect file and make excerpts or copies at their own expense
• request information about status of criminal proceedings except cases where it could endanger purpose of criminal proceedings
• be informed about final decision that terminates criminal proceedings

Despite these clear legal obligations, police routinely ignores or denies these requests without proper justification.

GDPR - Empty Letter on Paper
Although Czech Republic implemented GDPR in 2019 through Act No. 110/2019 Coll. on personal data processing, Czech Police systematically violates basic principles of personal data protection:

• Does not enforce decisions from 2018 regarding data subject rights
• Refuses access to personal data processed within criminal proceedings
• Ignores requests for correction or deletion of inaccurate or unlawfully processed data

According to law, Czech Police has obligation to process request within 60 days and provide applicant with response without undue delay. In practice, however, it routinely exceeds these deadlines or completely ignores requests.

Criminal Proceedings: Three Phases and System Failure

Czech criminal proceedings consist of three basic phases:

1. Preparatory Proceedings

• Verification of facts suggesting commission of criminal offense
• Investigation led by Criminal Police Service under supervision of public prosecutor
• Shortened preparatory proceedings for less serious criminal offenses

1. Court Proceedings (conviction/judgments)

• Preliminary examination of indictment (optional phase)
• Main trial - most important phase of criminal proceedings
• Appeal proceedings against judgment

1. Enforcement Proceedings (enforcement of judgments)

• Execution of imprisonment in prisons
• Recovery of damages and other court decisions
• Probation and mediation service

Systematic Failure in Enforcement Phase
The most serious problem lies in third phase - enforcement of judgments, where police completely fails in fulfilling victims' rights:

Non-enforcement of 2018 decisions

• Judgments regarding GDPR rights remain unexecuted
• Victims are deprived of damages awarded by court
• Police ignores its obligations in executing decisions

Violation of instruction for crime victims
According to Czech law, victims must be instructed about their rights, including right to access file. However, police either does not provide this instruction at all, or provides it formally without possibility of real exercise of rights.

International Context and Comparison
While Western European countries achieve high rates of compliance with European standards of transparency and citizens' rights, Czech Republic systematically lags behind:

• Germany and Scandinavian countries have effective systems of access to documents
• French legal tradition guarantees effective legal remedies against administrative decisions
• Czech Republic ranks among worst in EU in area of transparency and access to information

Consequences for Crime Victims
Systematic violation of rights has devastating impacts on victims:

Psychological Consequences

• Secondary victimization caused by inaction of state authorities
• Loss of trust in legal system and justice
• Feeling of helplessness and isolation

Legal Consequences

• Impossibility of effective defense of rights
• Obstacles in obtaining damages awarded by court
• Violation of procedural rights guaranteed by European law

Mini-Conclusion
Czech Police systematically violates Article 41 of Lisbon Treaty and ignores basic citizens' rights to access documents and personal data protection. This situation is unsustainable and requires immediate remedy both from Czech authorities and through European control mechanisms.

Crime victims cannot continue to be hostages of dysfunctional system that denies them basic rights guaranteed by European law. Time for change is now - every additional day prolongs suffering of thousands of citizens and damages credibility of Czech legal system.

Lawlessness Continues: Example of Přerov

Statutory City of Přerov is perfect example of how local authorities sabotage citizens' rights. Median of FI MUNI graduates has birthplace Přerov, but:

• Office refuses to hand over files to harmed students
• Registration numbers are not issued to authorized persons
• Orders of National Office for Higher Education ignored
• Mgr. Petr Kouba (ODS), personal friend of Prof. Petr Fiala, as deputy mayor controlled himself
• Michal Zácha (deputy for education district after Kouba) accused by state for manipulations with public contracts. The cage fell.

Conclusion: Nothing Will Stop Us
We will write memorial every year. Nothing will stop us from doing what National Office for Higher Education said with court.

Right to education is not just empty phrase, but fundamental human right. If state cannot ensure at least basic chance for successful completion of studies (80%), then it fails in its most basic obligation to citizens.

We demand justice, transparency and accountability. Until remedial measures are implemented, we will annually remind of this injustice through our memorial.
