## INTERLUDE: Today Is No Coincidence
**June 12, 2026 — World Day Against Child Labour**
*An interlude to the series: Behind the Facade of Silence – The Story of Lost Wages, the Restructuring of the Youth Atlas, and Psychological Manipulation*

There is one day a year when the entire world remembers that children work for free.
Today is that day. June 12. World Day Against Child Labour.
And just like every year — it will end with remembering.

### The Law on Paper, Silence in Practice
Article 41 of the Charter of Fundamental Rights of the European Union guarantees everyone the right to have their affairs handled by EU institutions impartially, fairly and within a reasonable time.[1][2]
A beautiful sentence.
But as I say — and as everyone says who has tried it firsthand:
> **"Article 41 is not there to protect children. It is there so that we look good in the West."**
The file exists. The notices were sent. The replies never came. And Act No. 106/1999 Coll. on Free Access to Information? A theoretically excellent tool — in practice, institutions do not respond, deadlines are not met, and if they are, the reply says precisely nothing. They simply do not care. They do not respond to requests.[3][4][5]

### How the ILO Classifies Child Labour — The Methodology
The ILO (International Labour Organization) works with four categories. This is not an academic exercise — it is a tool to measure whether what is happening to your child in a dance hall or on a sports field is still "acceptable", or whether it is already a **crime**.[6][7][8]
**Category 1 — Light Work**
Permitted from age 12–13 (in developing countries from 12). Max. 14 hours per week. Must not interfere with school, health or childhood. Example: a summer job, helping at home.
**Category 2 — Permissible Work for Young People**
From age 15. Up to 43 hours per week. Non-hazardous sector. What the law considers "normal" work for a teenager.
**Category 3 — Hazardous Work**
Prohibited for everyone under 18. This includes: excessive hours, physical overload, night work, environments that endanger health or mental wellbeing. **43+ hours per week for a child = automatically hazardous work.** Physical overload during training also falls into this category.[9][10]
**Category 4 — Worst Forms of Child Labour** *(ILO Convention No. 182)*
Absolute prohibition, no exceptions. This includes:[11][6]
- Slavery, debt bondage, forced labour
- Trafficking of children
- Sexual exploitation
- Involvement in illegal activities or armed conflict
- **Economic exploitation of a child that harms their health or development**
That last point. Read it again.
**How the ILO measures whether something constitutes child labour in sport:**[12][13][6]
Three questions:
1. How many hours per week does the child work/train?
2. Who receives the money?
3. Does the child have a real option to refuse without fear of consequences?
If you train six days a week, prize money goes to the club and the coach, and refusing means the end of your career — congratulations. You are an ILO statistic.

### NSA, NKÚ and Paris 2024 — What Do They Have in Common with the Boy in the Yellow T-Shirt
On the flyer that boy is holding, there are three logos.
**National Sports Agency (NSA).** A state administration body that distributes money into sport. Hundreds of millions of Czech crowns every year. A portion of that flows to clubs that employ — sorry, *educate* — young athletes and dancers. Without contracts. Without pay. For free.[14][15]
**Paris 2024.** The Olympic Games where the Czech Republic presented its athletes to the world. Some of them started out exactly like that boy. Training like professionals from the age of twelve. Paying their own way. Or their parents did.
**NKÚ — Supreme Audit Office.** It controls how the state handles public funds. Theoretically, it should know where that money goes. Theoretically.
The file exists. The notices were sent.

### Gaslighting as a System, Not an Exception
In our series *Gaslightning* and *Behind the Facade of Silence* we described how manipulation does not only function in relationships — but as a **systemic tool of institutions, clubs and politicians** who need to maintain the status quo.
The mechanism is always the same:
- The child names the problem → *"You're exaggerating."*
- The child shows evidence → *"That's not how it happened."*
- The child submits a request under Act 106/1999 Coll. → silence, or a reply without substance
- The child turns to an institution → *"Your case does not fall within our competence."*
Result: the child stops trusting their own reality. And the system keeps feeding off it.

Youth Atlas: The Restructuring That Never Came
In the series *Restructuring of the Youth Atlas* we tracked how the structure around young athletes and dancers is built so that money flows in one direction — upward.
The coach. The politician with the orange tie and the round pin. The sponsor. The federation. And somewhere at the bottom — a boy in a yellow T-shirt with empty pockets turned inside out.
The Olympic Series showed that this is not a Czech specialty. It is a global model. Children as raw material. Talent as a commodity. Legal protection as a decoration on the facade.

Today Is That Day. But Tomorrow It Will Be Silence Again.
World Day Against Child Labour was declared by the UN and ILO in 2002. Every year on June 12, governments, organisations and corporations remember that child labour is a bad thing. They issue statements. They share infographics. They press the button.[18][19]
And then June 13 comes.
And the files remain unanswered.
And the notices without response.
And children will keep training — for free, exhausted, with empty pockets and the fear of what would happen if they said no.
